This paper is a classic case of assuming the answer, a problem which
recurs frequently in papers critical of MOND.
The claim here is that any attempt to modify gravity in order to explain
flat rotation curves must perforce predict the wrong result for gravitational
lensing (a divergent rather than convergent lens). This claim is
disputed by
Bekenstein. The obvious flaw is that in an attempt to be
very general, out the outset Edery makes a very restrictive, and
hence specific, assumption. If taken literally, it implies that reality is
impossible, since the argument against modified gravity theories
also applies against dark matter.
